Volunteer Opportunity: Copper Sampling Program

Earn a $25 Bill Credit for Participating

Dear Seis Lagos Utility District Residents,

Seis Lagos Utility District is seeking volunteers to participate in our Copper Sampling Program, which is required under the EPA Lead and Copper Rule (LCR) and enforced in Texas through 30 Texas Administrative Code (TAC) §290.117. This regulation requires all community water systems, including ours, to routinely collect tap samples from selected homes to ensure that copper levels do not exceed the state and federal action limits. 

Why This Sampling Is Required

The Lead and Copper Rule exists to protect public health by minimizing the corrosion of household plumbing materials that may contribute lead or copper into drinking water. Regular monitoring helps verify whether the system’s corrosion‑control measures are effective and ensures compliance with the copper action level of 1.3 mg/L, as defined by TCEQ.

Sampling is especially important because lead and copper typically do not originate from utility supply lines—they enter water from corrosion of home plumbing, particularly in older homes or homes with copper plumbing and legacy solder.

By volunteering, you help the District remain compliant with TCEQ monitoring schedules and ensure the continued safety and reliability of our drinking water.

What Types of Homes We Are Seeking

TCEQ requires that sampling locations be selected from homes most likely to have elevated levels of copper or lead, typically those that meet the following criteria:

Priority Homes (Tier 1 Sampling Sites)

  • Homes built before 1989, as plumbing installed before the national lead‑solder ban may contain leaded solder or copper plumbing materials. 
  • Homes with copper pipes joined with lead solder, or older plumbing materials known to have higher corrosion potential.

Other Eligible Homes

If Tier 1 homes are limited, the District may select:

  • Homes built between 1989–2000 that still contain copper plumbing.
  • Homes with known galvanized service lines, as such lines can accumulate metals over time.

What Participation Involves

  • You will be provided with an easy‑to‑use sampling kit and simple instructions.
  • A single water sample is collected from a commonly used tap (typically kitchen or bathroom).
  • No special skills are required; the process takes only a few minutes.
  • After returning the sample, a $25 bill credit will be applied to your utility account.
