President’s Message

Welcome to the new Seis Lagos Utility District website — a fresh start and an important
step toward greater transparency, better communication, and a stronger, more resilient
future for our District.

As the Board President, along with our leadership team — Barbara De Vries, Office
Manager
and Zach Flowers, Superintendent — I want to extend a warm invitation to
residents of Brockdale, The Commons of Camden, Seis Lagos, and other visitors to
explore the updated site. As a resident myself, I understood firsthand the need for a
website that is organized, informative, accessible, and reflective of the high standards
our community deserves.

For many years, the District’s website remained largely unchanged and lacked the
modern tools necessary to communicate effectively with our community. Today, we are
pleased to share a revitalized platform built on current web design standards, with
improved security, accessibility, and functionality. Importantly, we now have full
administrative control over our website, which means we can update information more
quickly and respond more effectively to the needs of our residents. As we continue to
grow, we will also be exploring options to ensure the site receives regular, professional
updates and ongoing support.

This new platform is a significant improvement, but it is not a finished product — nor will
it ever be “complete.” A strong public website grows, adapts, and evolves as our District
evolves. I encourage you to navigate through the pages, explore the resources, and use
the feedback form to let us know what you appreciate and what needs our attention.

Many people may not realize how much work goes into building a government grade
website. This project involved several months (almost 6 months) of early mornings and
late nights — gathering requirements, working within a limited budget, and coordinating
with vendors capable of meeting the District’s operational and accessibility standards. I
want to extend appreciation to Susie Harrison, who connected us with Local Leap
Marketing and introduced several vendor options during the early phases of this effort.
Local Leap has been an outstanding partner in the ideation and creation of the website.
I would also like to thank Dee Lersch for the encouragement to undertake this effort at
a time when it was essentially a one person project (me). That support made a
meaningful difference in bringing this vision to life.

Our commitment is simple:
Provide clear, accurate, and timely information to the community.
This website now serves as the primary source for:

  • Public meeting schedules
  • Agendas and minutes
  • Monthly financials, including statements and Profit & Loss reports
  • Project updates — both current work and longoverdue improvements
  • Notices, announcements, and leadership updates
  • Self service tools for forms, rates, and starting or ending service

We have devoted significant effort to modernize the site so it is mobile friendly, ADA compliant, and aligned with best practices for government transparency. This is part of a broader initiative by the Board to rebuild community trust and address longstanding challenges that have gone unmet for far too long.

I hope you will view these improvements as a positive step forward. I also hope the community recognizes that dedicated board members are working hard to bring revitalization, clarity, and accountability to the District.

Thank you for visiting, and thank you for giving us the opportunity to serve you. We are committed to continuing this progress and keeping our community informed with facts, not rumors — with transparency, not confusion — and with a renewed focus on service and responsibility.

Welcome to the new Seis Lagos Utility District website.
A better future starts with better communication.

— Choi Shepard
President, Seis Lagos Utility District Board
